Registered Developers received iOS 16.1(?) Why, and is this a mistake?

Registered developers who downloaded iPad iOS 16 Beta 7 may have noticed a major change to the update cycle, as iPadOS shows that the version is now iOS 16.1.  Is this a numbering mistake?  Not according to TechCrunch. The website is claiming that this is not a mistake and the OSs new feature, Stage Manager, will be fully supported in 16.1, but the company is currently working out bugs in the new feature.

MacOS Ventura has also been delayed until sometime in October because of bugs with Stage Manager.
