Apple has begun notifying developers about a scheduled downtime with its App Connect web site.
The notice reads:

Scheduled maintenance on May 17
On May 17, starting at 10 a.m. PDT, catalog report requests will be delayed for up to five hours. Reports will be generated after maintenance is complete. Please request any critical reports before this time.
