The two major U.S. Carriers have announced that currently they have no plans to support the personal hotspot feature in the current iPad – this according to Tweets from both companies:
AT&T – “As of now we are not. If it changes we will tweet it out.”
Verizon – “No info regarding the plans at this time.”
